Paul Phillips is a Chartered Building Surveyor and a Chartered Building Engineer. He is a Senior Director at Anstey Horne & Co Ltd and heads up the London Building Surveying team. He has experience in both commercial and residential sectors and has a solid reputation for the diagnosis of defects and resolving any related disputes between stakeholders in a pragmatic way. Paul has a strong technical grounding encompassing over 29 years’ experience which has given him an ability to think dynamically to overcome the most complex of site situations.
Having for many years concentrated on the maintenance, repair, and refurbishment of existing and historic building stock, he is adept at providing long term strategic technical advice to building owners, managing agents and their legal advisors.
Since the introduction of the EWS1 forms, Paul has been using his extensive understanding of building construction and familiarity with landlord and tenant issues, to carry out inspections and investigations into Cladding Systems for the EWS1 Form and more recently the preparation of FRA EW Assessments, under the PAS9980 methodology. This is now fast developing into assisting “Accountable People” develop their Building Safety Case Reports under the Building Safety Act 2022
Paul also advises on Technical Due Diligence, FRAEW, Building Defects, Licences for Alterations, Building Management disputes together with Party Wall and other neighbourly disputes such as boundary matters.
